I have read the installation instructions and have a rough understanding of the activation. What I need answered it this:

    • For development of a clients website we develop it locally, however i use a temporary domain (i.e. http://somename.no-ip.com [no-ip.com provideds a dynamic DNS service.]) so that the client can view progress and read documentation as it's assembled on our development server. Is this considered an 'activation'? It is mentioned that working locally is not. We are working locally, just using a DNS service to access it.

Yes. This is why you get 2 activations, one for development/staging/testing or whatever you'd like to call it, and another for the production server.
