New Folder/File creates Lock icon immediately

I have installed DE 6.1.3 and have a Doc Exch Admin Instance running. When I create a new folder in the Tree structure it displays on the right-side Folder/File window as locked. It does this for all folder files created. What am I doing wrong? What's the permission/configuration issue?

Do you use sync folders? If not: then the only reason I can think of is maybe some mismatch in the timing between SQL server and web server. Are they in the same timezone? Peter

O, one more Q: does the lock go in a few secs or does it stay there for a long time?
