is there a way to create custom email notification groups? for example, we use dnn and dmx on an internal company portal and all employee's are dnn "subscribers" , however, i would like to setup a new group/role that only get notifications of newly added documents in dmx ..these users are a subset of all the users. I thought maybe i could somehow configure "core_subscribers" but not sure if that is the answer.

Role-based subscriptions are not supported. The simplest workaround is to create an email list. A more elaborate solution would be to program somethings based on the extensible permissions model of DMX.

It is unlikely we'll do this in the near future as we are waiting to see what happens with DNN once the Active Social IP gets integrated. The latter is a solution to create groups (rather than roles) in DNN that used to be sold by Active Modules. This company was taken over by DNN Corp last year with the promise that this IP would make its way into the core.
